New Jersey Ranks 8 in ACEEE 2025 Energy Efficiency Scorecard
New Jersey has been recognized as a national leader in energy efficiency initiatives and outcomes in the 2025 State Energy Efficiency Scorecard from the American Council for an Energy-Efficient Economy (ACEEE). The state earned a ranking of #8, marking its return to the top 10 for the first time since 2008, and was acknowledged as one of the most improved states.

“We are excited to receive this recognition for our achievements in the 2025 ACEEE State Scorecard,” said NJBPU President Christine Guhl-Sadovy. “This highlights the success of New Jersey’s investments in efficiency programs, which are among the nation’s best at reducing energy demand, delivering savings, and ensuring long-term bill stability for ratepayers.”

Eric Miller, Executive Director of the Office of Climate Action and the Green Economy, noted, “This announcement highlights the significant progress New Jersey has made since the Clean Energy Act was signed into law by Governor Murphy. The BPU staff, alongside our utilities, have developed leading programs that provide affordable energy to New Jerseyans, cut greenhouse gas emissions, and create thousands of clean energy jobs.”

According to ACEEE, New Jersey saw the largest increase in utility energy efficiency savings nationwide, growing by nearly 90% since the last Scorecard. The state also ramped up investments in low-income programs. New Jersey's leadership in energy efficiency is expected to continue, with new goals set for savings, targeting 2% annually for 2026 and 2027, reflecting the success of efforts aimed at both immediate and long-term utility bill savings.

Recently, the NJBPU made significant updates to its energy efficiency programs and secured hundreds of millions of dollars from President Biden’s bipartisan Inflation Reduction Act to further reduce energy costs for ratepayers.

The Triennium program, which governs New Jersey’s multi-year utility-led energy efficiency efforts, is a critical element of the state’s energy strategy. Established under the 2018 Clean Energy Act, the program mandates that natural gas utilities achieve a 0.75% energy savings, while electric utilities must meet a 2% savings target based on three years of average usage.

In Triennium 1 (T1), from July 2021 to December 2024, the program allocated $1.25 billion in financial incentives, resulting in $600 million in utility bill savings, a reduction of 3 million megawatt hours of electricity usage, and a decrease of 8.5 million MMBtu in natural gas consumption. The savings also led to a 1.4 million metric ton reduction in greenhouse gas emissions—equivalent to removing 300,000 cars from the road.

Building on the success of T1, the NJBPU approved the second phase of the Triennium program (T2), scheduled from January 2025 to June 2027, with over $3.75 billion in funding. T2 aims to reduce electricity usage by 2.3 million megawatt hours, natural gas usage by 8.9 million MMBtu, and greenhouse gas emissions by 1.5 million metric tons. The program will also increase support for income-qualified customers, offering no-cost energy efficiency improvements and promoting local workforce development in clean energy.

In January 2024, New Jersey secured a historic $183 million funding award to support two programs benefiting low-income ratepayers. These funds will help implement energy-efficient upgrades in low-income multifamily homes and prepare eligible homes for electrification.

The New Jersey Comfort Partners Program, which provides free energy-saving measures to income-eligible households, has helped over 126,000 families since its launch in 2001 and remains one of the NJBPU’s most effective programs.

“Energy efficiency empowers our customers by providing them with the tools to understand and manage their energy usage,” said Doug Mokoid, president of Jersey Central Power and Light.

“New Jersey's enhanced energy efficiency commitment is a result of strong leadership and collaboration,” said Patrick Migliaccio, senior VP at New Jersey Natural Gas.

Other utility companies, such as Public Service Electric and Gas (PSE&G), SJI Utilities, and Orange and Rockland, also praised the state’s progress, highlighting the importance of energy efficiency programs in reducing energy costs and emissions.

“This ranking showcases the tremendous progress New Jersey has made in reducing energy use and pollution,” said Doug O’Malley, Director of Environment New Jersey, adding that New Jersey’s focus on energy efficiency and clean energy goals is setting a model for the nation.

The Energy Efficiency Alliance of New Jersey also applauded the state's success, crediting the collective efforts of policymakers, utilities, and local businesses in achieving this milestone.
